Is the FBI Really Quirky?
From the top: IMHO the FBI may have quirky individuals in their ranks but as an agency, not so. The FBI still lets itself be weaponized to interfere with groups that aren't politically correct or proper in the eyes of the powers that be but not to the extent that it used to be in the days of J. Edgar Hoover.

Quirky! Seriously! Let's go into it….quirky is defined as being characterized as peculiar, odd, or having unexpected traits. With that in mind, TRAITS typically refer to a characteristic or quality of a PERSON. So, seeing how the FBI, Federal Bureau of Investigation, is the domestic intelligence and security service of the United States, maintaining a general principal as a federal law enforcement agency, no! What would appear to be quirky in this moment is the individual asking this asinine question.
You know… what LE agency isn't quirky? I am here to tell you, I've been in the hiring/firing process, I've been a trainer, head of the FTO training, sat on oral boards, proctored physical fitness tests, and done too many backgrounds. I have been in all but a few processes related to employment in LE. I do not think there is any agency free of quirkiness. My involvement with the FBI both criminally or civilly has been nothing less than awesome! Maybe I've been lucky… just because I've heard of negative contacts with the FBI. But I know for fact that the FBI puts a good foot forward with inter-agency work or help. And if I've been lucky so be it. But I do believe things have changed vastly since the days of J. Edgar. But how or what he did in his tenure was how it was in those days.
But How Quirky Is the FBI?
I will take "quircky" any day of the week and twice on a Sunday, but not an unethical, immoral, or illegal FBI employee at any level or position. And I do believe they place great emphasis into the people they hire. I'm not a fan of the current FBI director, but that's a subjective opinion.
Quirks can be found in any organization, no matter how serious their mission may be. While the FBI is certainly a distinct and powerful entity, it is not immune to the peculiarities and idiosyncrasies that are present in any large organization. These quirks can range from organizational culture to individual behaviors and experiences that make the bureau unique and sometimes, just a little off the beaten path.
